The relative power and significance of each term depends on which side of the Jim Crow laws previous generations of Americans happened to be born in to. The Rednecks always held the trump cards and always sat on the best seats in the bus, so the word Redneck will never be such a touchy subject.

"nigger" is a hateful term based on the colour of skin, and so a bit tricky to avoid, Redneck on the other hand is a class/cultural insult, it's meaning is more fluid and, crucially, easier to wave off. Which is why it's not as touchy a subject. White southern folk would not self identify themselves as rednecks, except in jest, any more than irish people would call themselves bog-trotting paddies.
