It does look like that - doesn't seem likely that someone would climb up a 290ft chimney for a laugh, even if drunk. It must be incredibly painful too hanging by a foot like that.Poor bloke; that does look horribly like a bungled suicide attempt.

I regularly use smaller ones with work, highest I've used was about 100ft. While they won't go over - if operated correctly within their design parameters - the amount of "bounce" in the basket is pretty entertaining at times, god knows what it's like in one that high.Doesn't look too stable - one gust of wind and over it goes.![]()

Also, attaching a harness is going to be tricky. Anything that risks dislodging him risks dropping him, until he is safely fastened, especially if he is unconscious, as seems to be the case.

The best way down is into something that will catch him safely. If he's unconscious then someone has to go up there and loosen him from the step. And if there is a ladder then surely someone experienced could go up it?

It’s 290 ft. If there’s any wind, the fall would not be predictable. Into the bricks wall of the chimney. Onto surrounding roofs or road. And we don’t know how clear the vicinity is to allow total coverage.But the drop is not an issue if he is dropped on to a soft landing...
I was thinking possibly punishment of some kind (seen naked handcuffed to a lamp post before which was grim) but I doubt anyone would be brave/stupid enough to try and get someone up there against their will.Suicide, doubtful. A bet on a date maybe.
I enjoy working at height, done properly it's perfectly safe. As this story illustrates well though, the biggest part of any planning/risk assessment for it is potential rescues.You wouldn't get me up there.
