Technical question: can a married (heterosexual obviously) couple with no kids eat breakfast together in Saudi? Or are they not eligible for the "family" section until they've got a child?

It always amazes me when a man having a meal with a woman is somehow questionable behavior. There's something sick and perverted about believing there's something sexual about it. It's people who believe that who should be arrested (or neutered), as a hazard to the public.

I think you're conflating morality and law. You can make anything illegal and it may not be immoral, such as gum chewing. There's also plenty of things that are immoral, but not illegal like predatory lending.
Or physically punishing victims of rape.
It's a sad state of affairs but as much as I may think their laws are outlandish and draconian, they are their laws, and when in Rome.

It would depend on the venue I think but it would be fine in any of the major hotels. They wouldn't care too much if it was kaffirs doing it. I have a vague recollection of eating a meal with a female colleague in Riyadh years ago without either of us being whipped by the mutawa.
It's not because of religion. Plenty of muslims get on just fine without any of this foolishness.
One of the reasons that SA ranks so low on my potential travel list. There's so many interesting places in the world, why bother unless you have unlimited time and money (which I don't)?
