I think it is all because Network Rail have to assume a minimum braking distance between signals, and the approaches to as a station normally have two signals. Googling for some uber-spoddish references - how does "Mathematics and Railway Signalling" grab you? - suggests that for a 60mph line speed there needs to be 1065metres between signals. (A very British conflation of metric and imperial measures there!)
So there is probably a trade-off between train speed and the number of stops they can make. I don't know what speed Thameslink services currently reach between Elephant and Loughborough Junction. But would people really complain if the line was limited to 30 or 40mph?
