The Daily record was saying he could, in time, be moved to Low Moss.
Not possible. There are rules that prevent a fire raiser from going in to a CAT C or D prison.

(because there is no likelihood of a custodial sentence)
You can get away with a lot more in a district court and the jp's will give you a lot more leeway.

I think his "social enquiry report" fucked him.
My Lawyer used to say to me when he received the report for my cases that the hard work had already been done. All he had to do was let the judge read it.
