It's a bit like when someone refers to "cod-philosophy" or "cod-psychology".
Basically it refers to uninformed, talking-from-arse, inaccurate drivel from people who don't even have a first clue about the subject material. Hence the "cod-left" - which has actually managed to form (cringe-inducingly stupid and point-missing) political doctrine out of such practises. It's sort of like saying "the pretend left" or "the plastic left".
