The rules may have changed since then though, but it's only a couple of years ago...

If you refer to the CPA Rating update for February 2007, you’ll discover that Lambeth has indeed achieved the prerequisite 2 Star Rating for Housing in 2006. However, it also claims that they had a 2 Star rating in 2005 for Housing – was that the case?

so where are they going to play football? are there not any other options? do you live anywhere near Burgess Park?

Get the bus. These trams only eat parks and busy road junctions. They're self-glorofication for Livinstone and his TfL crew.
