The thing is though, the Israelis seem to be using tactics that could be expected to work better against 'proper' armies than they do against Hezbollah.
For example, smashing up the core systems of the Lebanese state would probably be quite effective in disrupting the communications and supplies of a conventional army, as it was against Saddam's and it's presumably intended to be at least politically effective as a collective punishment against the citizens of Lebanon for tolerating (and indeed voting into government) Hezbollah. In reality it appears to be increasing Hezbollah's support within the Lebanon while apparently having no military impact against Hezbollah.
Hezbollah don't appear to have any critical dependencies on communications with a central HQ as a conventional military might have. They don't have any airfields to hit. Instead they appear to have been organised in a decentralised way with extensive and well hidden local supply dumps. So all the Israelis can do it take out their spite on Lebanese civilians.
