Is this incredibly stupid/selfish?

This morning, due to an accident in Brixton the traffic was backed up right up the hill. However, because of the bus lanes the buses could move around, albeit slowly.

So, I was waiting for a bus outside the Telegraph this morning and this skip lorry pulls up and blocks the road for a good 20 minutes while the old and the new skips were swapped. Because the driver blocked the bus lane it meant that buses got backed up in the queue of traffic. By the time I got away there must have been a line of around 12-15 buses waiting to pull in to the stop and around 100 pissed off commuter watching helplessly as this guy brought public transport to a standstill.

I know he's just doing his job, but is he actually allowed to block a red route in this way. And, if he is allowed to block a red route while he loads/unloads SHOULD he do it during rush hour?

The buses were fucked without the skip lorry (I walked around him as he was reversing).

I beat the 159 I got off to Brixton Tube. (Got off bus just before Telegraph and walked down)

But they weren't as fucked though. They were moving (slowly) before he brought them to a total halt.

15 mins to get halfway to the next bus stop (Telegraph). That's not really moving is it ;)

Ah, so this is why traffic was so rubbish when I was waiting at the stop below the Telegraph at 9.25 this morning? Bah to accidents (hope no one hurt too bad) and skips. Grr.

i thought it was another Mucdonald's incident...
loads of coppers in there as i waslked past.

Don't think so. Obstructing the highway - criminal offence under section 137 of the Highways Act 1980. Unless there are some special provisions for people in his job, which I doubt.

Yes, didn't see it happen but a blue car and a van had collided outside Marks & Sparks. It's no left turn out of Atlantic Road there but it looked like one or both vehicles had attempted a left turn and ended up on the wrong side of the road facing the traffic coming down from Brixton Hill.
