Is it legal to pay parents more than childless workers?

Not everyone at my work does unsociable hours though, yet everyone with kids gets the payment

... Which most likely doesn't even come close to covering the childcare costs even without taking unsociable hours into account.

Anyway - if it is just pay, then it is unfair, IMO (and a little bit stupid, too). If it's actually a proper system to cover childcare costs, then, well, fair enough.
