These people happily make up all types of number plate by mail order, no ID silliness required.

I hope you still think it's "ID silliness" when someone with plates made up by these sorts of suppliers which just happen to bear your vehicles registration mark happen to be being used by someone who racks up loads of parking tickets / congestion charges; makes off without paying for petrol all over the place, etc., etc., etc.

The principal reason for the ID requirement is to prevent vehicle identity theft ... which is hardly a trivial matter if you are the victim and which is way more serious than the technical offences of misspaced letters, etc. which some seem to think is the main purpose of the requirement.
