A strategy game based around revolutionary upheavels.
Maybe one could be set in a fictional town/city in Russia, mid-1917. You start off as a revolutionary organiser. Your aim is to win support in your locality, organise strikes and demonstrations. Then organise a militia. THe ultimate aim is to take control of your city.
THe second game (because the first will be so successful) will feature a slightly older version of the character from the first game. This time, it's about governing your city, and fighting off counter-revolutionaries.
It would be a political strategy game, similar to 'Republic: The Revolution' and 'Tropico' with an added military element similar to Age of Empires.
