Independent Working Class Association in Brixton?

I just saw my name here and here I am. Great earlier post, AK, fantastic.

I can't see an IWCA working in Brixton at all - for the reasons Spud posted (on this thread or another one)...I've lived 3 miles from Brixton for the past six years or so, and visited the place less times than I have fingers, but it seems to me to have a very transient, studenty, bohemian type population, it did in 1997 anyway.

I'll be there to see the Furries on Saturday so I expect to see the place all white and full of yuppies...

Wow. That's quite a list. Yes I would be interested.

On the consultation point, what's the statutory authority for this? Is there a single statute (e.g. some Local Government Act) or is it scattered about in various acts depending on what's being discussed, e.g. planning consultation rights in the Town & Country Planning Act, housing consultation rights in some Housing Act etc?
