So you get home, have dinner, and have 20 minutes to do all web-related stuff before the sodding connection gets shut down

I think you're being overly critical. They HAVE to save electricity you see. It costs money! Money that could be used to take the local offical out to dinner or KTV so he would 'forget' about what your boss was/is doing illegally.
Look at how demanding foreign teachers can be on their bosses "nag, nag, nag... I want internet after 9pm, I want a fridge that's cold, I want light in my apartment, I want a toilet... nag, nag, nag"
