It is true that economic systems can collapse through their inherant instability or the through mismanagement of those running them or by a combination of both - but that still leaves a ruling class very much in power over that mess. Look at Zimbabwe and North Korea for examples of this.

So you mean we have to take out the ruling class while fuel & weapons are still available?
