I would ignore it for as long as I could.
Then if they call you tell them that on all matters relating to money you put things in writing. Then write them a letter a couple of days afterwards stating you feel that the charge is unfair and post it second class. If they call you tell them to respond in writing regarding this matter and wait for the reply. Repeat this process until one side breaks and don't let it wind you up.

Seriously, as Kyser said, check if they are a member of ARLA.

It's always worth checking when you first rent a place that the agent is a member. Makes holding them to account much easier.
