well they (?) reccomend putting salt on a fresh red wine stain to soak up as much of the wine as poss, but im presuming that this wine has dried? perhaps if you make it wet with some cold water then add salt?
We used to spray fresh spills of red wine with soda water. A solution of bicarb might work but if you get the wood too wet it's going to ruin the wood. You might get it out with something like turps or white spirit, but it'll also get rid of any varnish or timber treatment.
