Inner cities all around the world - including Brixton - attract a lot of young, creative and alternative people. They often have a diverse population - lots of nationalities and cultures all mixed up together - and also have entertainment, arts, shopping and so forth.
On the other hand they often also have higher levels of crime, poverty, ill health, drug addiction and so forth.
What someone considers a "cool" place to live depends on what they are looking for in a place and the kinds of things they like...
...if you are a young person, into clubbing, alternative lifestyles and politics, squatting, recreational drugs or whatever then you will probably prefer one type of neighbourhood, whereas if you have kids, are into horse riding, conservative politics and value a clean, safe and quiet neighbourhood above the numbers of nearby clubs and bars then you will probably prefer another type of place.
Of course Brixton has a BR and tube line so other people might simply live there because it is easy to get to where they work. Other people live there because they were born there or moved there to be near people they know, or maybe they simply found a flat they liked and decided to stay.
If there is anything unique about Brixton I'd say that it has a sense of freedom - both personal and legally speaking - along with an attitude of defiance and autonomy. I don't think you get judged as much in Brixton as elsewhere and it can feel like you are getting away from a sometimes oppressive and uniform majority culture.
Maybe other people have their own view of what the place is like for them. I do think there is a kind of paradox however in that while Lambeth is on the face of it financially poor, it is also culturally rich but it is sometimes hard to figure out if and how these two things are linked together - they are not always in other places.
