to be fair to him (and it pains me to say, Sarkozy ), the road death toll got slashed under his presidency. and that's due to strict enforcement of drink driving laws, something previously unheard of. but yes, he is not someone who managed to do anything in power, not least because he made the fatal mistake of calling a snap parliamentary election, when his party was in power, ahnd which he lost. so there came 5 years of what the french call "cohabitation", the opposition to the president actually governs.

Sure, France used to have some of the worst road traffic accident figures in all of Europe. I think only Ireland surpasses France in terms of road deaths. Aye, I remember the period of cohabitation

No, there was a clear and present paranoia after "9/11". There was a knee-jerk reaction after "9/11" There was the sudden thought on the part of the neo-cons that they could finally get what they wanted. There was joy from the military-industrial complex because it realised it could make more profits off the back of the deaths of innocents. And Dick Cheney licked his lips at the prospect of becoming even richer than he already was.
