It's actually forewaring of them being kept there longer than originally planned - not a withdrawl. (Cue the planned withdrawl spun as unexpected - well done Mr Brown etc).
-Either Brown is bullshitting about pulling troops out before the next election (although he has nothing to gain, but everything to loose by saying he will do so, and then not doing it, at the election)
-Or Washington is sending off its first warnign shot to get the newboy in line.
