Not altogether true. If you're out walking it's sensible to face oncoming traffic (& carry a torch at night) but having done a lot of long distance running in the past you generally tend to run with the traffic & then get off the road to let vehicles past if there isn't enough room for them to overtake you. You effectively have the same status as a cyclist & should be treated as such by drivers, although I would often cross the road to face the traffic if I ever came to a blind bend & knew there might not be enough room to get off the road in an emergency.
Having said that, running on roads at night without lights, or at the very least a reflective vest, is just suicidal & I'd seriously think twice about running on a road which has high banks even during the daytime. I entirely scrapped one local B road from my Sunday morning running routes after a particularly scary near miss.
