Yes, you are luckier on the west. Here, the "Protection Order" system has taken hold big time. Often not for the benifit of the fishings either, rather it has been implemented to "protect" the intrests of the riparian owners better. Virtually all the places where ordinary folk/locals could traditionally fish for free have been closed off & access to the rest of the water limited severely, at greatly inflated prices. - On the Dee system, there is literally one half mile stretch of feeder stream left to us & that only happened because the fishery board couldn't track down an owner to take to court! Admittedly, some other rivers have managed things better, doing good conservation work, whilst retaining a sensible degree of access.
Tracking down a permit seller here is sometimes an utter nightmare or can be an adventure in itself - I've got myself into some strange situations on the quest for a days fishing!
