the obvious choice, the magical Elizabeth I, how about

Henry IV, did a hard job in difficult circumstances & got no credit--that went to his son, Flash Harry (Henry V).

Interestingly, a case could be made on the French side for their Henry IV (of Navarre)--he of 'Paris is worth a mass' fame...

I've always had a soft spot for Ivan the Great.
