Well no.
I mean obviously new technology drives out old; telephones saw off telegrams, but what's zero-sum about telephones? They're rather the opposite, the more people have them the more useful they are, the more general they are the greater the sum of "freedom" they confer.
My point about cars is that the more freedom they give to some, the more they take it away from others.
But for what it's worth I'm generally against people being "forced" to do things, although the way you use the term you make it sound as if it's some law of nature over which we have no control. Forcing is usually a political choice.
