You know, you're right. I assumed the basis for judging the relative levels of misbehaviour would be on the number of people who were jailed for it. Rereading your post, I now see you were using that other very valid metric of how many people are still in jail five years after the fact. I humbly apologise for my misreading of your post.

Presumably we could downsize the House of Lords slightly by chucking out all those affiliated to Scotland.

(Although obviously it would be simpler to bypass anyone quibbling about their claimed links to the remaining UK by getting rid of the whole monstrosity.)
