The senior civil service is particularly bad at representing society as a whole, which is something that has been recognised by this Government, eventually and astonishingly, and steps are being taken to address this. They have got something called the 10 step plan, which all departments are supposed to be using, to demonstrate that they are moving towards a more diverse senior civil service.
They have also begun to address it in those who are employed through the "fast stream", which is the feeder grades for the senior civil service, so that these are not only from the "elite" universities. Even my daughter, who went to Roehampton University, was encouraged to apply for the fast stream.
However, unless the Government sacks virtually all current senior civil servants and replaces them with people from outside the civil service, ignoring the various grades below the senior civil service who have legitimate expectations to progress (having been trained for such a role over many years), it's going to be a slow process.
