The question that needs to be asked is why universities are considering upping fees.
I suspect that part of it has to do with the govt having carved away several chunks of funding over the last three years that universities haven't been able to make up for in any other way.

That's correct. Govt. could fork out £24.780 bn per annnum, and cover each entry year (approx 413,000) , plus 2nd and 3rd year undergrads fees (at max proposed 20k pa) or £6.195 bn at fees of 5k pa.

The covering of fees ought to be part of every citizen's development. Those who don't go to uni ought to have £15k - £30k per person invested in their training. Higher training/education should be a given, covered by taxpayer, distributed by govt.

Maintenance money could still be a loan but fees could be covered by govt.
These sums are paltry compared to the hundreds of bn in capital given for bank bailouts.
