I think dubbing can work if it's well done. In Germany all foreign language movies are dubbed, but it's a huge industry and done very very well indeed. They usually succeed in finding an actor whose voice closely matches that of the original actor. There is consistency as they will use the same actor to dub one person throughout every movie that person appears in, so for example Sean Connery is always dubbed by the same actor.
When it comes to Western European movies, they also amazingly manage to match the original mouth movements to the dubbed text. Most of the time anyway. I think well dubbed versions open up foreign language movies to a much wider audience (and younger viewers too, who might not yet be able to read that fast). There are some amazing kids' movies made in Russia, Poland, etc, which would have never seen the light of day in Germany if they hadn't been dubbed.
Generally when I grew up in Germany we got to see movies from all over the world regularly on prime time telly and in commercial cinemas. I find that subtitled movies unfortunately very often automatically are seen as arty, and are usually shown either really really late at night or at arthouse cinemas only.
I also find that subtitles distract from the movie, as you are reading the text you miss bits of the visuals. Also it takes longer to read something than to say it, so the subtitles usually only capture the essence of what is being said. I have certainly noticed that when I watch German movies with English subtitles, that very often the subtitles miss out bits of what is being said. If I can I try watching subtitled movies twice, once to understand what it is all about, then again to pay more attention to the visuals.
And yes, I love watching movies in the original language with subtitles too, but I think there is a definite argument for dubbing too. (If well done, as I said).

Dubbing is the devil's work, in general. The only time I use it is when Mrs RD and I have a film in a language neither of us understands, we'll watch it with the language dubbed into Chinese and the subtitles in English.

Subtitles all the way except 70s Martial Arts movies - they must be dubbed!
They add to the comedy and you can never read the subtitles anyway (usually white out on in 3 languages cut in half by the bottom of the screen).
The only dubbed film I've enjoyed is Akira - though I later saw the subtitled version at the Ritzy and it was better (and longer).

also even if the film is very artistic i find subtitles are less of a distraction than a ill fitting audio ... and the voice is allways ill fitting
and in the occations when atitude and voice match then the translation is horible!
argggh it reminds me of some o f the anime i have where the subtitles are what they say in the dub... io sit there screaming THEY ARN'T SAYING THAAAAT!!!!
and fer fuck sake... they cange the guy saying "sensei" to saying "ms kazumi" ... what the fuck??? you can hear him say sensei!!! and who the fuck doesn't know what sensei means??? there are people in this world who don't know what language it is but still know what it means!!! ghhaaawerwerew

One thing that amuses me is the subtitles on Chinese DVDs. Because of the nature of the Chinese language it's not always easy to convey the subtleties of what's being said. And on some of them the English subtitles are directly translated back from the Chinese, rather than being what the people are actually saying...
