when reading journal papers that were difficult, I tended to concentrate on the introduction and discussion sections as these are generally fairly clear, and dip into the rest of the paper as I needed to. repeated readings of the articles also helped.

don't be too hard on yourself, you're working in a complex area. you will understand this stuff, it just takes time.
