they certainly are - i had the misfortune to use a pool car 1.0 Mondeo. i would describe it, with 3 adults in the car, as dangerously underpowered. over-taking was glacial, changing lanes on the motorway was an unpleasantly slow process, and hills presented a real problem.

i wouldn't touch one with a 500ft burning bargepole.

Got one at work. My 2l desiel is far nicer to drive and gives loads more miles.
