I see she's given a written statement to the enquiry in which she says “I made a tragic mistake that I will live with every single day for the rest of my life. It was the US government who prevented her return to the UK, not Sacoolas herself.

Comments from the judges strongly indicate that the US government got her out of the country and refused to return her for trial on the grounds of “national security”. Hardly the actions you’d expect them to take on behalf of most employees, hence the speculation that she’s some kind of spook.

I dont think speculation is quite the right description, mainstream media have called her a former spy for years and in 2021 her own barrister told a court that she was "employed by an intelligence agency in the US" at the time of the crash. The speculation mostly covers further details beyond that.
