Actually if it was an advertised job that said where to send it, and it didn't include a name, I'd be quite annoyed to be getting phone calls from 200 people asking what name to send it to.
It's for a foreign company that I think would expect things done the old school/ traditional way. Also in their own country there would only be Sir, I thought it might be a bit odd to suggest a woman would need a different title of authority.
