Indeed - even if a speed limit is 60, if visibility is too poor to allow you to drive at that speed or there are hazards ahead (e.g. a blind bend or a junction where you can't whether or not there are any approaching vehicles), then you need to adjust your speed to allow you to pull up safely within the limits of your vision/tyre adhesion, rather than just blundering along at the max, expecting everyone else to get out of your way.
Similarly, a peremptory *ting* on a bell simply warns other users of your presence but doesn't mean that they should immediately fling themselves into the brambles to clear the path.
