Do councillors even have any control over the practises of the councils they supposedly run? It seems that the unelected chief excecutives and officers wield a ridiculous amount of power over what happens and that the elected councillors answer to them half the time.

As per usual, it appears to be a postcode lottery.
I live in a street of owner-occupiers with a busy supermarket at the end so it's a pretty mucky - but it hardly ever gets swept, and the bin men leave the bins all over the place - the council wouldn't dare to enforce any petty rules.
And patronising too.I do wonder that they target council residents with the height of their pettiness. It's a sort of 'we own you' attitude.

What is concerning is we have become a nation of petty rules in many different areas.
You have raised an interesting point. And it feeds into something that is worrying me a lot as well. We have a govt that has created a massive number of petty laws that impinge on peoples movements and actions, has increased the surveillance side of the state and has encouraged a 'grass your neighbour' culture.

If a nation bovinely goes along with stupid and divisive petty laws it doesn't bode well if we ever get some form of fascist or quasi-fascist govt and we are faced with laws that aint petty but are evil. We will have lost the ability to resist we will love our own enslavement.
We point the fingers at the Germans quite rightly for the Holocaust but given the right conditions and the right target it could easily be us given the way we are going.
