This sort of corruption happens in any large organisation that has a degree of "self-governance", from the police to the military to the civil service. In the case of the police though, in my opinion the "corruption" (or, to use an old phrase. "moral decay" is more pernicious because it often doesn't pertain to the police dealing with themselves, but to their interactions with the public. I don't mind them fucking each other over, but I draw the line at letting them fuck over the people they're paid to "look after".

But in this particular instance there is far more chance of forensic science leading to a conviction, for malfeasance in public office even if not rape because in the context of a police station I fail to see how even sexual activity with consent could be justified.

He's been arrested according to the report. That would be the normal situation if an allegation of rape was made (at least if it was recent) as it would be necessry to obtain samples, etc. as well as the law (PACE) actually requiring an arrest if you would detain someone if they were there as a witness and then changed their mind and went to leave (i.e. PACE effectively did away with "assisting with enquiries" - you are now either a suspect (arrested) or a witness (free to go at any time))
