That's a common misconception.
It stands for Officer of the Order of the British Empire. The O is for Officer, just as the M in MBE is for Member and the C in CBE is for Commander.
And yes, it's still called the Order of the British Empire rather than the Order of British Excellence.
I'm aware that Britain no longer has an empire, too.
