I think you'd need to ask the context of that comment - I've encountered people who'd kill for a few quid, and I am sure there are a few fucked up kids about with access to guns who would settle "respect" scores for that ... but I doubt very much whether a professional / commercial hitman would be operating for £250. So "local rate" may be a bit misleading.
Having more of the incidents listed together which you don't actually witness yourself might make you think Brixton is the most dangerous place in England, but the reality is that lots of areas are the same or worse. You just don't get to hear about it.
Probably true, that. I'm told there were three shootings in one weekend last month in Woolwich, one of them fatal. Despite that sort of thing going on, Woolwich doesn't seem to have quite the reputation Brixton has. Not that I feel particularly safe in either place, tbh.
