Well in as Cardiff is relatively easy to get around by car and not so by bus I've generally use public transport when i was going to have a drink or to commute to work. Car for anything else.

Now i live in the valleys and public transport is even worse so now its only public transport for booze and car for work and everything else.

I didn't need a car when I lived in London - it would have been an expensive luxury, really, but it's essential where I live now. Nearest shop's three miles away and nearest supermarket's 8 miles or so.
