It is not offensive as a word in itself. It becomes (at least potentially) offensive when used in a perjorative sense: "Fucking ethnics, taking all our jobs" or where it implies subservience or difference (especially of a minority to or from a majority, which is sort of where it strayed here).
It is suggested that it should not be used without a qualifier (i.e. "We encourage applicants from ethnic minority groups" rather than "We encourage applicants from ethnic groups") to avoid this (almost always) unintended negative perception.
<BEAROT> Don't worry! It's not a major issue. But every time it can be challenged / explained it helps reduce the levels of misunderstanding which abound.
