One thing I've noticed is that a lot of the choices by the decent artists (Human League, Blondie, Kate Bush, REM etc.) are their later & often poppier stuff - Dare rather than Travelogue , Parallel Lines rather than Plastic Letters , etc. Don't know if that reflects on the choices given or the voters, but these things are always nauseatingly populist, & have a major bias towards recent stuff & towards white, rock artists - this chart is a lot better than many other "Top 100s" I've seen elsewhere, TBH.
