Anyone can play any intrument (unless physically incapable of actually breathing, plucking, drawing a bow, hitting a key etc); not everyone can play an instrument well, and for many who can it's a developed skill, not a talent and so ultimately they will never be 'great' even tho they're technically good, and finally you've got people who are technically adept, have a feel for music (what I call the 'talent' - same applies to any artform, the ability to go beyond the simply playing of notes well and adding meaning and feeling to what's being played) who have the potential to be great musicians.
