I think evertime someone breaks a road traffic law their road tax should be doubled.

That's a great idea but only if it's also applied to other areas - e.g. carry out a burglary or defraud the Benefits system and your tax bill is doubled to recompense society - much more efective (and cheaper) than incarceration.
