I think he's due a posthumous apology. He was forced to undergo chemical castration. This is an important acknowledgement of the wrong done by 'doctors' to Turing and other gay men of his generation.

I thought it was a well-worded speech and it's not pointless; it's too easy to get complacent about the rights we have now, and forget that, not long ago in this country, even successful, powerful heroes were severely punished for being gay.

As for the timing, it's probably because this year is Stonewall's 50th anniversary.

I think the point is that he isn't apologising as Gordon Brown from Govan, he's apologising in his role as 'Prime Minister of the United Kingdom', a role which was responsible for what happened to Turing.

If Mr Brown feels the need to apologise on behalf of the British state for the old blackmailer's charter, good for him. This stupid and cruel law was wrongheaded from the moment Henry Labouchere tacked it onto a wholly different bill concerned with raising the age of consent.

What's difficult is squaring Mr Brown's remose over Turing's persecution with his total indifference to the rights of the accused. If he's genuine in his sentiments he'll start repealing the nasty laws his and previous governments have passed. If not, his apology is empty tokenism.
