ok bit more. Hadn't realised Wembley's capacity was only 75k at the time. Not sure what Old Trafford capacity was at the time, but it appears that not one of the non-England quarter-finals or semi-finals sold out.
I'm guessing OT was around 55,000 at the time. They'd done the first stage of development upwards from the 40,000ish all seated capacity after the Stretford End rebuild
 
Could. Yes. Of course they could. But I think you're misremembering euro96 tbh. They got it horribly wrong by making tickets fucking expensive. They appeared to prefer charging 50 quid a ticket for a half-empty stadium than 20 quid for a full one. Unless that mentality changes, they'd fuck it up again.
looking back, I probably didn't bother with the tickets because they were too expensive - but it was a great time in London as you had loads of fans all over the place and London seemed very lively because of the footie.

In that case, it was over 10,000 empty seats for quarter and semi.

Sure. And if the WC came here, it would be great. However, I don't think we should underestimate the English FA's capacity to make it far less good than it should be through greed.
 
Compare it with 92 - the Sweden -Germany semi had an attendance of 29,000 in a stadium that held 40,000. And that was for the home team! Both semi's in 2004 were about 80% capacity as well. It's not uncommon.

Tickets were over-priced, and it should have fuller, but still, not completely shit.
