It applies in england and wales, and to county court bailiffs and high court enforcement officers.

Bailiffs collecting most debts can force entry if they have previously been gained peaceful entry to a property (let in or got in through an open door or window). In enforcing some debts then, such as magistrate court fines, they can force entry even without prior peaceful entry.

They are only good against people/ companies who owe money and could pay. Going against someone who has no money or stuff seems pointless still I guess you wouldn't know which is which till you get them by the short and curlies.
