Brezhnev was President of the Soviet Union as well as being General Secretary. Fidel Castro is President of Cuba. Nicolai Ceausescu was President of Romania and Kim Il Sung was the President of North Korea (and still is - he was granted thte title of "Eternal President" after he died).
So - I'll be President Poster342002 of the People's Democratic Republic if I choose! So there!
Not quite. Leonid Ilyich Brezhnev never held both positions at the same time. He served as the chairman of the Presidium and secretary of the Communist Party before becoming president of the USSR in 1977.
I would like to express my congratulations to President Poster342002 of the People's Democratic Republic. Long may you reign from that padded cell you reside in.

I think the title of "chairman of the presidium" was what the position of president of the soviet union was officially called at that time, before being re-titled to just "president" in 1977. Either way, this would mean that Brezhnev held both positions simultaneously throughout most of his term in office.
