I agree...they would have to staff the stations in a more controlled manner....but alas that would mean actually paying staff...which of course would bite into their profits and as a consequence would impinge upon their dividends for the share holders....
In fact you could make the case that some of the trian operating companies encourage fare dodging by failing to staff stations in a more appropriate manner..

Fare dodging is a good thing. Instead of the scumbags running the transport system lining their pockets even more they have to spend more on staff to check tickets.

Its a win win situation. Most of us already pay for the transport sytem through our taxes. And it also helps to create Jobs...

That's like arguing that rape and arson are good because they encourage the police and fire services to employ more people.

The only way that staffing can be increased is to add the cost to the fares of everyone who pays for a ticket - those who steal from the rail operators are ultimately stealing from their fellow passengers.

The only way? Don't talk wet. Staffing could easily be increased by shaving the shareholder premium by a small amount, using some of those subsidies to create employment rather than line pockets.
