Miers was nominated for the job with no previous experience as a Judge at all.
She did have a long history with shrub though, (she was his personal lawyer when he was searching for ways to hide his AWOL from the Air guard).

But she had the 2 most important qualifiers on her CV...complete loyalty to bush and knowing something about his past.
