"Imitation guns" could be paintball markers, super soakers, Airfix models, BB guns, airsoft toys, film props or any number of other such non-lethal items, for which there may be a reasonable (and legal) reason for having.
Already today Greeks have turned into Britons, "explosives" into fireworks. The day is still young. Seeing as the arrests stretch back to Friday, yet these key details have had to be corrected on the day the story was presented to the media nearly three days later, we may yet see more 'corrections' (though the collective memory of the earlier, more frightening, version will still linger).

This is my suspicion, and the reason why, if we must have laws against terrorism, they shouldn't carry any extra powers. These anti-terrorism laws are starting down the road the old treason laws traveled. Scary.The sole reason for invoking the Terror powers seems to be to ensure they can be kept for questioning for longer than under the Explosives Act/PACE.
I am sure the CPS, will not make anything of the reasons why they had large amounts of fireworks, and no way would suggest anything about the possible use of the gunpowder inside the fireworks to make an explosive device, in any potential trial.
but what about all those people they just arrested in liverpool under terrorism charges? what did they do, send some provactive emails, make a joke about bombing racist people? The thing is with all these terrorist arrests we are not told why they are arrested and what they did, its just vague, potential might have been planning a terrorist attack.
It's not as if they clearly intended to do a terrorist attack so that we are all privy to it, the only people who are able to judge whether they are potential terrorists are the police. It's very sinister in my eyes, especially as they can now be locked up for 28 days, deprived of any sort of contact with the outside world but their accusers. At the end of that stretch wouldn't you believe that you were a terrorist because you said something or did something in a country where there is supposed to be free speech.

THIS is the terrifying scene that confronted anti-terrorist officers in the Westcountry and sparked a global alert ahead of the G20 summit in London.
In a dingy Plymouth bedsit was stashed an arsenal of deadly weapons including an AK47 Kalashnikov rifle, a rocket launcher and a Samurai sword.
Police had raided the home of anarchist punk...after he was caught spraying anti-fascist graffiti in Plymouth city centre.
His arrest came during the days before the G20 summit in April when tensions were high and there were genuine fears of a terrorist attack.
But what they did not know as they burst through the door was that the weapons had been either deactivated or were plastic toys.
