I got a reply, seems my work-related MP is a cyclist (Islington - Emily Thornberry?) herself, so was moderately bothered by the possibility...

Arguably, it is at least partly the fault of the cyclist if the cyclist is choosing not to use facilities installed for their safety.

Consider a pedestrian choosing to cross the road without using a pedestrian crossing - if s/he is struck by a car then surely s/he must share some blame?

The problem, as discussed in the previous thread, is that on the one hand quite a lot of these facilities are so badly designed as to make them less safe for all concerned, and on the other hand cyclists are traffic and so have as much right to be on the road as anyone else.

Providing safer cycling routes is a completely different thing to making cyclists ride in the gutter where people park their cars and then telling them its their fault if they get hit 'cos they weren't cycling in the gutter.

all the car drivers who complain that cyclists are a nuisance please remember that cyclists hardly ever kill anyone, while people are killed by car drivers every day, and cyclists aren't adding to pollution like all car drivers are. So who is the dangerous nuisance on the road really?

Highway Code is not law...

...it may be used as a guide (the proper words are near the front of it - i just don't have a copy to hand)

It presently contains advice to drivers regarding cyclists which mentions that cyclists may move to avoid small obstacles in the road - since another urbanite complained about the quality of cycle paths.

I can forsee secondary claims against the local council for the crappy design of some cycle facilities - eg sign poles and other obstructions in cycle lanes.

On the matter of ranting, I regularly deliberately don't bother to dodge out of the way of cyclists who are on the pavement (as long as they ain't too fast!). In a spirit of fairness, I take great care of cyclists when I'm driving and have used my car to defend them from other cars on occasion.
